I can understand both sides because it stinks and the residue lingers in the units. If the housing authority says you are free to smoke it outside on the grounds, in your car, parking lots, they aren’t discriminating because of the choice of treatment or disability, they are trying to protect the units from damage. Edibles shouldn’t even be an issue
